    STAFF REPORT The National Weather Service issued Sunday night a flood advisory for the Jefferson River near Three Forks due to an ice jam. On Monday, an ice jam was reported on the Gallatin River near Logan with minor flooding developing in the region, with mostly agricultural land near the river being impacted.     HELENA – The Montana Fish and Wildlife Commission approved two rule changes on Monday concerning recreational and commercial use on the Madison River. In addition, commissioners approved an adjustment to brown trout regulations on a section the Big Hole River.     Gallatin Valley Outlaw standout pitcher and Three Forks High School senior Mayson Shively will be playing baseball at the collegiate level. Before the Christmas break, Shively signed a letter of intent to play at Montana State University Billings. In August, Shively was an integral part of an Outlaw squad that won the Montana Class A American Legion State Championship and finished second at the Northwest A Regional in Alaska.     Recent news from Vigilante Electric Cooperative (VEC) officials will be a boon to area customers. The member-owned non-profit corporation recently announced their board of trustees approved a rebate back to all rate classes in the total amount of approximately $800,000.
