The Three Forks City Council will host a public hearing April 23 on a resolution establishing fees for "park user groups".

In September of 2018, the City Council established Title 8, Chapter 6 to define park lands within the City and impose reasonable time, place, and conduct controls for events and uses. The Council defined a rental fee for facilities in Resolution 289-2018 but did not discuss "user groups" at that time.

According to City Clerk Crystal Turner, when Resolution 289-2018 was adopted, this took all fees defined in ordinances, and from ordinances that state, "shall be charged a fee to be set by resolution and adopted by the City Council." Turner said after receiving applications from a youth soccer group and baseball league, she started to look at fees and saw "user group fee" needed to be defined.

The proposed resolution states "various groups have already completed applications to use specific parks for the upcoming baseball and soccer recreational leagues which benefit the youth of community at large yet no decision has been made in regards to the types of fee schedules (non-profit, for profit, private, etc."

Turner said so far, the suggestions are $0, a deposit structure, or $0 of only non-profit groups, then $50 for 1/2 day for-profit groups and $100 for a full day.

The hearing will take place at the City Council meeting scheduled for April 23 at 7 p.m.
